Vision Plan Mission, Goals and Objectives

The City Planning Commissioners have drafted the Plan's mission, goals, and objectives, helping to guide the Vision Planning Process.

The Mission, Goals and Objectives have been incorporated into the Vision Plan Document.


Vision Plan Document

The Plan is a guide to direct future growth and development. Unlike zoning, the plan is not regulatory in nature, but rather a tool and guide used by the Planning Commission and City Council as they consider future decisions regarding zoning and development. The Plan is flexible and lays out broad goals and objectives for the City for the next 20 years.

The State of Arkansas requires cities that regulate zoning and subdivision have an adopted Future Land Use Plan and Master Street Plan. This is commonly achieved through adopting a Comprehensive Plan that includes these components.

The Cave Springs Vision Plan includes a number of other elements such as the written plan document, demographics of the City, active transportation planning, and other tools that help the Planning Commission and City Council make decisions for the future of development within the City. The Plan is generally long-range and designed to envision the next 20 years of growth within the City.




Future Land Use Plan & Categories

The Future Land Use Plan balances the existing development patterns with desired patterns of development for the future. The proposed land use plan capitalizes on the existing strengths of the City while charting a course for more flexibility in development types and focusing on infill development (within the City’s current footprint) to retain and help grow a strong economy and housing market interior to the City.

Master Street Plan

The City has an existing network of City and State roadways.  With growth and time, changes are needed to assure the roadway system is strong and connected to increase economic opportunities within the city.  This updated Master Street Plan accomplishes that by identifying key areas needed for future extensions, and other roadway improvements. These improvements will help to relieve congestion and plan for efficient growth and improvement of the City's roadway system over time.


Active Transportation Plan

In addition to streets and highways, it is crucial to have a non-motorized alternative for people to get around a city. In the recent decade, in addition to sidewalks, a local quality of recreation has become a key attribute for people choosing a community to call home or in which to start/move a business. The Northwest Arkansas region hosts many trails and parks that are a large component of local recreation opportunities. In looking to the future, Cave Springs has developed an Active Transportation Plan.  This plan has created connections utilizing appropriate placement of sidewalks and trails to connect greenspaces, commercial districts, neighborhoods and subdivisions within the City as well as planning for connections to surrounding cities for local pedestrians and cyclists.
